During Mr. Phillips' 15+ year career, he has worked for a number of large appraisal consulting firms including: American Appraisal, Suncorp Valuations, CBIZ, and as an independent contractor for Specialty Property Appraisals. In 2023, Jeb decided to start Paradigm Valuations to provide more cost-effective appraisal solutions, along with delivering the highest quality appraisal reports in the industry. Paradigm Valuations specializes in inventory and valuation of tangible property assets for financial, accounting, and insurance purposes. Mr. Phillips is experienced in various types and sizes of insurance/valuation and reconciliation projects in the governmental, risk pooling, and education sectors including but not limited to: higher education facilities, municipal organizations, churches, school districts, and various building projects. His specialized studies in the higher education sector have aided our client’s property record reconciliation and accurate database creation and management efforts.

Jeb has served as project manager on a wide range of insurance valuations projects since 2006. He previously held the position of Senior Manager for CBIZ Valuation Group, LLC, where he had routinely managed and executed insurance appraisal engagements with over $500M in TIV. Jeb possesses a complete understanding of local and national construction trends to aid clients in maintaining accurate values throughout their insurance programs.

Mr. Phillips was designated as an Accredited Senior Appraiser (ASA) by the American Society of Appraisers in the Machinery and Technical Specialties. This designation is considered the highest appraisal designation attainable from the Society. Extensive work with university and higher education organizations has provided Jeb with the experience required to manage large scale engagements, execute appraisals of properties with complex features, and deliver reliable values/reports.

Industries served include schools/universities, retail, hospitality, religious properties, healthcare, public sector utilities, hotels/resorts, municipalities, alternative insurance programs, and risk pooling organizations. Much of his recent work has included a focus on the valuation of complex property exposures for insurance underwriting and insurance limit establishment. Additionally, Jeb is responsible for the training and management of staff, quality control initiatives, and appraisal report review.

Mr. Phillips earned his Bachelor of Business Administration from Tiffin University. Mr. Phillips is also certified in the Commercial Cost Approach from CoreLogic Marshall & Swift. Mr. Phillips has also completed the Uniform Standards of Professional Appraisal Practice (USPAP) for the current 2022-2023 version of the course.
